That’s about as well thought-out as it can be, I think.
I don’t know about carrying the AC unit with me, so it’d probably stay on the bike. Then I’d worry about theft. If it was inbuilt it might be a really neat feature. If it could be made universal (so you don’t need a particular piece of clothing) I could see it being very popular on big touring rigs.
If it had less mass overall, the hose wasn’t as bulky and obvious (so not to look like I’m engaging in some weird sex fetish act with a portable shop vac) and as mentioned before, integrated into the bike, than perhaps I’d stop laughing long enough to take it seriously.
A much cheaper and far simpler solution: perforated leather jacket & Camelbak hydration system.
